The Netherlands has confirmed they will reduced the VAT rate on electronic books and journals to 9% starting January 1, 2020
This decision by the Dutch government comes after the EU member states' decision last year to end the VAT anomaly between printed and electronic books and online newspapers and journals. Previously, printed books were permitted to be taxed at reduced or zero rates yet online versions of the same book was taxed at the standard rate of each member state.
